Ounigender describes when one's gender feels outherine, but they don't. They feel their gender is outherine in some way, but they themselves do not feel outherine, just their gender. They may feel disconnected from stereotypical outherine traits, feel like their outhrinity is gendered but they themselves are not gendered, or simply not feel related to outhrinity outside of their gender identity.
The darker red and lighter red stripes on the flag represent (respectively) fully gendered outhrinity and partially gendered outhrinity, and the orange stripes represent the sense of self individuality and autonomy. The black stripes show how one's sense of gendered neutrality/nullity is separate from their sense of self. The entire meaning of the flag is that an individual has both a distinct presence of outhrinity and a distinct presence of self, but the two are not connected.
